countiry will prevent a first of its kind default. a deal offered by speaker john boehner to reopen the government and lift the debt ceiling, one that was supposed to be voted on by the house tonight as i speak to you. that deal has now been nixed. republican leadership in the house appear to have no idea what to do next and there is no good reason to believe anyone knows what will happen next. the house measure that was to have been voted on would have funded the government through december 15, extended the debt limit to february 7 and ended employer contributions to health insurance for members of congress and its staff, the white house and its staff as well as cabinet members. in this case government contributions since the government is the employer. as that made its way to the house rules committee, heritage activists urged them to vote no. and shortly after a vote was killed. just 24 hours after we thought we had a deal coming from the senate. >> reporter: here is another layer of gamesmanship to the drama playing out in washington. senator ted cruz in texas convened in a secret m

house of representatives. john boehner gets to hold the gavel so he controls that but not much more. jim demint no longer holds any office in this country anymore. he now runs a conservative think tank, even though he's no longer in congress, jim demint might as well be the speaker of the house. today we entered day 15 of the government shutdown, just over 24 hours away of defaulting on our national debt, hitting the debt ceiling and running out of money to pay our bills. there are tea party republicans who say they're not worried about the thursday deadline for hitting the debt cells. china is calling for a de-americanized world because of the quote intensifying domestic political turmoil in the united states. the u.s. was put on notice today from one of the big credit ratings agencies quote, the repeated brinkmanship over the debt rating -- agency is threatening to downgrade america's credit which could cost us billions of dollars in higher interest payments. those are some of the consequences of letting the u.s. default. it was with that catastrophe getting closer by the hour tha

pretty subtly yesterday. i'm guessing not so subtle today, which is simply telling boehner if you simply pass a clean -- they will accept anything that gets to their desk that's clean, no matter the duration. hint hint speaker boehner. if you want to do this in five weeks, a five-week window here to force negotiations, so you can say you got the president to negotiate, as long as you pass the clean -- temporary clean funding bill and debt ceiling height for even a small period of time, he'll sign it. the white house spent all day yesterday throwing out these hints in various ways. i suspect we're going to hear the president in some ways say the same thing. so i'm sort of befuddled here. i think boehner has a way out if he wants to take this. >> that's the big question. >> i don't know if he wants to take it or if he can. >> that's the point. right, david? we don't know if boehner -- whether boehner feels like he can put an end to this or whether there needs to be a "d" fault on our debt. >> we don't know if he's driving the car. the car up to now has been hijacked by 30 or 40 tea partier

with speaker boehner for nearly a half hour, and mcconnell will meet with senate republicans tomorrow morning to review the emerging agreement. here are the contours of the deal as we know them. reopening the government and funding it through january 15th, lifting the debt ceiling through february 7th, requiring a budget conference report in which both houses would come together to negotiate a budget by december 13th, and flexibility for agencies to implement budget cuts from sequestration. there may be some other aspects of the deal we'll get into. this deal comes after democrats rejected a plan crafted by republican senator susan collins, in part because it would have extended sequestration level budget well into 2014. there is at least recent precedent for mcconnell and reid striking a deal the white house signs off on, a deal that speaker boehner then brings to a vote in the house, despite the opposition of a majority of republicans. it happened on the fiscal cliff and it happened on sandy aid. of course, the great irony is that that is how this ultimately plays out, it c

house speaker john boehner due to come out and speak any time now about the behind-the-scenes negotiations taking place on capitol hill this morning with high drama over the government shutdown and the debt ceiling looming coming on thursday. a lot of wheeling and dealing, secret meetings and name calling as well. house republicans working on their own debt ceiling and government funding bill. senate republicans will soon meet behind closed doors about their deal to end the stalemate, one that prompted president obama to call minority leader mitch mcconnell yesterday and discuss it. this senate deal keeps the government funded until january the 15th. that's the same day a new round of sequestration kicks in. it raises the debt limit through february the 7th and creates a new conference to resolve major tax and spending issues by no later than december the 13th. now, the deal also allows agencies more flexibility with sequester-related cuts. meanwhile, the one in the house has minor tweaks to obama care but keeps the same deadlines in place. some argue this is the kick the can
